The real reason cold-water rinses don’t work
A garden hose gives you a wet bin and a clean-looking wall. Sanitizing takes temperature, and that is the one thing a driveway rinse cannot supply.
Everybody has tried it. You wheel the cart back up the driveway, catch the smell, and decide this is a fifteen-minute problem. Hose, squirt of dish soap, the jet setting on the nozzle if you’re feeling ambitious. Tip it, drain it, lean it against the fence. The cart comes out wet and looks better. Then it dries, the sun gets on it, and a few days later the smell is back exactly where it was. That isn’t a technique problem. You did the job correctly with a tool that can’t do the job.
A rinse relocates the mess, it doesn’t kill it
Cold water is outstanding at relocation. That is essentially all a rinse does — it lifts loose soil off the wall and moves it somewhere else. Some of it lands in the bottom of the cart, in the shallow pool you can never quite tip out. Some of it goes up under the rim and into the hinge, which is where the worst of it lives and the last place a hose can reach. The rest runs down the driveway and out to the street, and storm drains generally run to creeks and waterways rather than to a treatment plant.
Nothing has been removed. It has been redistributed, with a fresh coat of moisture on top. Bacteria don’t care whether the plastic looks lighter. They care about food, warmth and water, and a driveway rinse leaves all three behind.
Clean-looking and sanitized are two different jobs
The smell coming out of your cart isn’t dirt. Dirt doesn’t smell. What you’re smelling is the byproduct of things living in there and eating — bacteria and mold working through the residue of the chicken package, the melon rinds, the diapers, the coffee grounds. E. coli, Salmonella and Listeria are the household names in that crowd, and warmth is what they want. Populations climb fast in heat, and a black plastic box baking on an Austin driveway in July isn’t just warm. It’s a proofing oven.
Then there’s the part you can’t see. Bacteria don’t sit loose on plastic waiting to be knocked off. They anchor themselves and build a film that glues the colony to the wall — a thin, slick layer that cold water sheets straight over without disturbing. Between pickups it dries down into something closer to a varnish. That film is the odor. It is also why a cart can look completely presentable and still announce itself the moment the lid comes up.
Pressure moves material. Heat kills organisms. Only one of those is what you were actually trying to accomplish.
What a garden hose actually brings to the fight
Line the two up honestly and the gap stops being a matter of effort.

The obvious next move is to rent a pressure washer, and that only closes half the gap. Cold pressure strips visible soil, and it also throws whatever it hits back into the air as a fine mist — you end up wearing the thing you were trying to get rid of. You’ve gained force. You still haven’t brought anything that sanitizes.
If you’re going to do it yourself anyway, stack the deck: work on a day the cart comes back empty rather than when it’s full, get the nozzle up under the rim and into the hinge where the film actually sits, and put the runoff on grass instead of the concrete apron so it isn’t headed straight for a creek. It still won’t sanitize anything. It’s just less bad.
Heat is the active ingredient
This is the whole point, and it’s unglamorous. Pressure is the delivery mechanism. Heat is what does the work. Hot water breaks down the greasy binder holding that film to the plastic, and at commercial temperatures it kills what pressure alone would only rearrange. Take the heat away and you have a very forceful rinse — impressive to watch, temporary in effect.
